The 2019 budget law in Italy

The 2019 budget law brings many innovations for Industry 4.0 and startups.

We try to summarize them, however, sharing the full text (493 pages).

The startups will have a tax relief of 40% thanks to a fund that will mobilize 1 billion euros of investments of which a sum of 100 million are managed directly by the Ministry of Economic Development (MISE) which will have the task of managing investments on 15 % of the dividends of the state subsidiaries in other funds for startups.

This measure undoubtedly favors investors’ interest in startups and procedures such as crowdfunding should be more feasible and regulated.

With digitalisation at the door, the 2019 budget law also provides a tax credit towards SMEs to finance the research and development sectors dedicated to the digital revolution. Therefore the areas of Industry 4.0, cybersecurity, artificial intelligence and blockchain are included themes.

For 2020, a fund of 250 million euros is made available to businesses: up to a maximum of 300,000 for small and medium, 200,000 for the largest.

There are also news for companies that invest in the sector and are grouped under the progressive hyper-depreciation that allows companies themselves to enjoy the variable installment of debt with the investment:

  • 270% up to € 2.5 million
  • 200% from 2.5 to 10 million €
  • 150% from 10 to 20 million €
  • 140% for those investing in software and other products to innovate production
  • no amortization over € 20 million

With this system, investors in the innovation sector can deduct a varying percentage of depreciation fiscally.

A further investment is expected to be 15 million euro per year from 2019 to 2020 and is dedicated to a fund for the development of innovative technologies such as artificial intelligence and internet of things.

Another novelty, included among other things in the parliamentary process, the web tax on digital companies, with a turnover of at least 750 million euros, of which 5.5 million from digital services in Italy. The tax is equal to 3% of digital revenues (taxable ones, are listed in the standard), and you pay quarterly. This tax, in the maneuver, aims to set up a fund dedicated to investments in the web.
